A constraint in either of these critical resources limits the other, and this nexus of supply and demand poses substantial risks for virtually every government and every type of business. Nonetheless, they note, the increasing tension between water and energy can be harnessed to drive change and innovation, and will require a radical rethinking of how to use resources.
